He is a Reader in the Political Economy of Development at the University of Cambridge. He was ranked as one of the top 20 World Thinkers in 2013 by Prospect Magazine. He has worked as a consultant to the World Bank, the Asian Development Bank, and the European Investment Bank. Chang has been a big influence on Rafael Correa, current President of Ecuador.
