It explores the problem of a "dominant party" system; examines how parties change in terms of their membership, beliefs and ideologies; looks at the process of coalition building in the context of local government and Westminster; and discusses recent and proposed reforms in terms of the traditional debate about pluralist/elitist decision-making structures.
