About Madhukar Kumar Bhagat Madhukar Kumar Bhagat is an Indian tax officer and writer. Among his other books are Concise CSAT General Studies: Civil Services Preliminary Examination (Paper - 2). Bhagat is a mechanical engineering graduate who pursued the Civil Services Examination in the year 1995. Owing to his outstanding performance in the Civil Services selection process, he was the recipient of the Fi­nance Min­is­ter’s Gold Medal. Bhagat has ever since handled various positions and has authored books and delivered lectures on taxation and management in both national and international platforms.
