A turtle-neck sweater has a high, folded down and stitched neck. I’m not sure what you mean by “high neck”, but the other form of high-necked sweaters etc. in the UK would be a “polo-neck”, which is very similar to turtle-neck, but is not stitched down. It is a higher neck-line than a turtle-neck until you fold it down over itself, when it looks almost identical to a polo-neck.
