Human Rights are of great concern. Both at the national and the international scenario, it is often regarded as a yardstick to measure the governance capabilities of political institutions. Often, the perceptions about Human Rights are determined by the socio-cultural ethos of a society resulting in their variation. However, this by no means reduces their importance. Police Administration on the other hand is seen as an instrument of state to overcome the ill-effects on a healthy society by elements that are considered as anti-social. However, the methods employed by the police while dealing with them are often subjected to criticism for lack of respect for Human Rights. From Mr. K.P.S Gill who contained the Punjab crisis to the top cops of Mumbai before 26/11 were subjected to such criticism. They have in fact fought back to defend themselves. It is in this conflicting situation that there is a need to understand the interrelationship between these two important instruments of a civilized society and this work is the outcome of such a study undertaken in Karnataka. This is basically an empirical study supported by theory. The study aims at bringing Human Rights into the domain of police administration in large quantum to humanize it and yet make police administration an effective instrument of corrective administration.
