Completed his primary education in his village and middle education in village Nelhera Gujjar and graduated in Arts and Laws from Meerut University at Saharnpur. Migrated to Delhi to acquire higher education. Joined Master of Laws in 1986. Took keen interest in laws concerning the Scheduled Castes and Scheduled Tribes. Joined service in Lok Sabha Secretarial as Legislative Committee Assistant and as served Join and Select Committees. Joined Delhi Judicial Service in 1985 and acted as Sub judged Ist Class, Metropolitan Magistrate, Additional Rent Controller, Civil Judge, Additional Rent Controller, Civil Judge, Additional Chief Metropolitan Magistrate and Presiding Officer labour Court in Delhi. Presently serving as Additional Sessions Judge in Delhi Higher Judicial Service. Wrote dissertation for master of Laws on ?Reservation of seats in Educational Institutions for social and Educationally Backward Classes, Scheduled Castes and Scheduled Tribes- Indian Profile?. Awarded degree of Doctor of Philosophy by Delhi University in 2000 on approval of thesis on ?A Study of the Impact of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act: With a special reference to the Problem of Atrocities on the Scheduled Castes and Judicial Response in Northern India.
