Dr. K.C. Sharma (born 1962) is working as Assistant Professor in the Department of Economics of H.P University Evening College, Shimla. Obtained post-graduate degree in the discipline of Economics from the H.P. University, Shimla. He has been awarded Ph. D. degree also in the discipline of Economic in the Faculty of Social Sciences by the H.P. University, Shimla in November. 1990. Having rural background, he is much aware about the social and economic problems of the rural area. Keeping interest alive towards the development of rural masses, he has worked on problems particularly affecting the rural people.He is having a number of published research papers to his credit in the leading journals. He has also guided a number of research students.Even after four decades of planned development due to the inaccessibility of the tribal areas, hilly and tough topography as well as due to the extreme variations in the climatic conditions, the tribals have not been able to share the gains of development equally to that of non-tribals and as a result of it remained backward and poor. The tribals areas, though constituting a significant part of back word areas of the country, are the one where problems. of development have recently been given due priority and attention. It is indeed deplorable that we have very scanty information about the North - Western Scheduled tribes of India. The literature which is considered to be a major tool for the improvement of people and areas is inadequate about the tribals. Thus the efforts have been made to fill in this gap through this piece of research work. The present work is an empirical study of tribal development. Main focus in this work is on the levels of living and inequalities, impact of rural development programmes in the tribal areas of India in general and Himachal Pradesh particular, in which attempt has made to provide a sufficient account of primary necessities of life by analyzing their socio economic characteristics, distribution of households assets (both productive and durables), income, consumption pattern, quality of food in take, clothing and shelter, etc.In this work the value of minimum nutritional requirements of 2400 Calories per consumer unit per day plus the value of minimum non-food items has been taken to estimate the absolute poverty, whereas 'head count ratio.' Ginni - coefficient and Lorenz curve measures of in qualities have been applied to estimate the magnitude of inequalities in the distribution of households assets (both productive and durables), income, consumption expenditure. The extent of relative poverty has also been analysed with the help of sen's measure of 1973 and 1976. The extent of unemployment has been worked out with the help of time, Income and Willingness Criteria.The present work has been divided into six chapters. In the first chapter general Introduction of tribals' area in India has been given. Review of literature has been given in the second chapter. Third chapter of the study includes the methodology and tools and techniques used for the study. Forth chapter deals with the levels of living in the Tribal area of Himachal Pradesh. Inequalities in the Tribal area have been highlighted in chapter fifth whereas finding and suggestions with regard to the study have been given in the Sixth chapter.
