State owned enterprises (SOEs) in India are widespread at all three levels of administration stretching from the central government and the state governments to the local level governments. SOEs act as the nerve centres of large swathes of the Indian economy and directly influence the lives of Indian people in a number of ways. Gopa Kumar is Ph.D in Law and Associate Professor in Gulati Institute of Finance and Taxation, Kerala. He has served as Additional Private Secretary to the Minister for Industries and Commerce, Government of Kerala since 2006 for five years and during this tenure he has made significant contributions for the resurgence of State Level Public Enterprises in Kerala.
