This book is the fourth volume of five-volume series by Dr. V. Nath on development and planning in India emphasizing the need for rural development and its impact on nearly three-fourth population describing several programmes under different Five Years Plans especially the community development followed by strengthening of Panchayati Raj institutions. It also brings out the regional differences in brings out the regional differences in growth of agriculture and rural poverty in backward hilly tribal regions of the country besides demand for planning integrated rural and urban development.
