In a Welfare State like India, rural development programmes and schemes form vital limbs of our planned economy. In the changed scenario and perspective, the state is increasingly perceived as a protector of rural life and a promoter of its paramount progress and prosperity. Other welfare agencies are seen as propellers of the schemes and programmes of the State to a meaningful materialization. In the changed interpretation, the thrust is laid on maximizing social ends, collective good and channelizing national resources of all kinds for realization of the greatest happiness of the greatest number. With need-based, efficacious, practical and balanced planning, assured allocation of resources and devoted, hard working implementing agencies, the State can count upon a steady success in rural reconstruction in India. Well thought out and chalked out rural development projects are always viewed as great sign-posts on the road to enriching and enlivening rural life in India. The North-East states of India ought to have their own comprehensive plans, programmes and schemes for development of rural life and they must with all earnestness gear up their implementing agencies to fruitfully execute the rural schemes and programmes set forth by the Union Government. There should be sharper focus on augmenting integrated rural development with socialistic and humane approach.
