This book asserts that tank use cannot be analysed without considering access to groundwater, without examining the power linked to controlling access to the resource, and even that tank and well irrigation crises are heightened by this absence of integrated management of the water resource. The contributors to this book–either researchers of development agents from geography, anthropology agro-economy and environmental studies– fully aware of the spatial diversity of the situations have favoured case studies and their localistion in a broader context. Here they have singled out both a geographical approach to irrigation use dynamics and an ehnology-based approach providing us with the knowledge water users have of their milieu, and the changes in water management and local institutions especially in a context of decentralisation policies.
