This book is the end product of a three-year project to examine the non-military sources of insecurity in India. Each of the studies written by three young scholars, is grounded on an historical analysis, taking note of existing literature while seeking to derive practical recommendations with policy relevance. About the Author The authors belong to the Institute of Peace and Conflict Studies (IPCS), a think tank established in August 1996 devoted to the study of security issues relating to South Asia.
