Launched in 1986 by the union ministry of urban development and the UNICEF, the urban basic services (UBS) programme is based on the principal of community participation emphasizing its convergence with other developmental schemes for people in the slums. this book examines the working of the cities of baroda,bhilwara, sanbalpur and siliguri and in based on primary data collected in 1992. this is the first work of its kind on the subject and a contribution to the ongoing dedate on the viability and functioning of community based poverty alleviation programmes. About the Author Archana Ghosh is the Head of Urban Studies at the Institute of Social Sciences, New Delhi. She has to her credit a number of study reports and research articles on decentralization and urban governance, basics services, environment and urban poverty. She has participated in several national and international conferences on these issues. Mrs. Ghosh has co authored two books: Basics Services for Urban Poor: Case of Baroda, Bhilwara, Sambalpur and Siliguri, and Plague in Surat: Crisis in Urban Governance.
