This volume seeks to present a retrospective of I.S.E.C.’ s research contributions over the last twenty-five years of its existence. About the Author Dr. P.V. Shenoi, IAS (Retd.) is the Director, Institute for Social and Economic Change, Bangalore, since 1993. The Institute conducts policy research and advises Government of India and State Governments During 1990-93 he was Assistant Director-General of International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in charge of Inter-Governmental Relations, transfer of technology and administrative matters. Earlier, Dr. Shenoi was Special Secretary, Ministry of Agriculture (1985-90) with responsibilities for policy formulation for agricultural development as well as Secretary to the Government of West Bengal, 1973-85 and Commonwealth Advisor to the Government of Papua, New Guinea, (1977-80). He has done six consultancies for the World Bank and UNDP and was recipient of Norman Borlaug Award in 1990 for outstanding services to Indian Agriculture.
