About The Author: Krishna Saigal, 77, a gold medalist in engineering, an M.P.A. from Harvard University and a Ph.D. in Public Administration joined the I.A.S. in 1954. After various stints in Assam and the Center, both at the fieled and Secretariat levels, he rose to the level of Chief Secretary. After retirement he worked in international organisations for over a decade.
