Governance in India is in deep crisis. Though it is an old concept, it has got a new meaning contextually. The unprecedented change and transformation in the country has witnessed in the last two decades due to globalization require new tools and mechanisms to regulate the governance process. Growing awareness on the part of the people in India about the government, governance and development demands a new kind of responsiveness and accountability on the part of the governing institutions. Policy incapacity, governance incapacity and administration incapacity have get in and they are being debated widely.
