He realized that a country, given the dynamics of globalization, cannot emerge as a super power and secure a global recognition unless and until it demonstrates its capacity to deal with countries in its periphery on its own term. In other words, if India wishes to emerge as a global power, it has to demonstrate that it is an established regional power through the judicious application of its both soft and hard power.
