The story is set in two neighboring magical kingdoms: Noland and Ix. The plot centers around a magical cloak that can grant its wearer one wish, provided that the wish is made unselfishly. The cloak is created by the fairy queen Lulea and her followers as a gift for the first unhappy mortal they encounter.The cloak is accidentally given to Princess Fluff, an orphaned girl who is the sister of Bud, a young boy who unexpectedly becomes the king of Noland after the death of the previous king. The custom in Noland is that the first person to enter the city gates after the king’s death becomes the new monarch, and Bud, unaware of this tradition, stumbles into the city and finds himself crowned as King Bud.
