About the Author Madhav Godbole was born in 1936. He has a master’s degree in development economics from Wiliams College, Massachusetts, and an MA and Ph.D. in economics from the University of Bombay. He joined the Indian Administrative Service in 1959. He is the former secretary of Urban Development, Government of India; principal finance secretary and chairman of the Maharashtra State Electricity Board, and worked for five years in the Asian Development Bank, Philippines. He has written twelve books in English and Marathi, including Unfinished Innings: Recollections and Reflections of a Civil Servant; The Changing Times: A Commentary on Current Affairs; Public Accountability and Transparency: The Imperatives of Good Governance; and The Holocaust of Indian Partition: An Inquest. He is also the author of numerous essays and research papers.
